fallout 3 mission problems?

on the waste land survival guide when i try 2 place an observer unit inside a Mirelurk nest it wont give me the option. i’ve already tried restarting it.

It only works in nest inside the war memorial used in the quest. Are you sure that you’re in the right location? I’ve never heard of this problem before. I’ve also not had it once in the five times I’ve completed the quest. The way I did it was by opening the nest like I was going to loot it, then click on the observer in my inventory to move it over to the nest.
