If the survival of a species depends on reproduction, is civilization an evolutionary handicap?

Example: native European populations are having less kids due to mordern day challenges like work, finance etc. Are those situations against the survival of the species and thus an evolutionary handicap?

Yes. However, the modern medicine and technology helps keep people alive longer. You are right. But, this could be good AND bad. So, we don’t reproduce as much, but the Earth is getting so overpopulated. It all comes down to the population in a specific region.
