why does the third rambo knife have no survival kit in the handle?

the third rambo knife has no survival kit in the handle but the ones before it did .

It was merely a design change for the movie. They already had hollow handle in prev. 2 movies so point was made, and they just opted for the bigger, meaner looking knife.
That aside, hollow handle knives are rather weak in the blade/handle connection point, because the tang has not much to hold on to.
The only exception I’ve seen fro that rule – Chris Reeve one piece line. Those are machined for the single piece of A2 tool steel, so that problem doesn’t exist. Although, as far as practicality goes there isn’t much you can fit in there.
