What does it mean to shelter in place? What is the difference between the two? Well, here is the official version on the subject.

Distinction between "closures" and "shelter in place"

1. Closures: a block occurs when the occupants of the facility are directed to remain confined to a room / area with specific procedures to follow in relation to Lock the doors, closing windows / shadows, seek cover, etc. This procedure applies when a criminal element is believed to be on the premises and the authorities expect that these measures will minimize the risk exposure of the occupants of the criminal element.
